Q. Is it possible to launch a vehicle on the River Lee in County Cork?
A. The River Lee is not under the remit of Waterways Ireland. Waterways Ireland is responsible for the management, maintenance, development and restoration of the inland navigable waterway systems throughout Ireland, principally for recreational purposes. The waterways under the remit of Waterways Ireland are the Lower Bann Navigation, the Erne System, the Shannon-Erne Waterway, the Shannon Navigation, the Barrow Navigation, the Grand Canal and the Royal Canal. For help with your query you should contact either Cork County Council or Cork City Council. One section of the Lee, the Inishcarra Reservoir, is controlled by the ESB, which allows angling, rowing, sailing and the use of boats with outboards up to 6hp, but permits are required. Q. Is there any law on the erne system for the mooring of a boat on its own mooring is a sheltered area of the erne system

Q. Hi have jus moved to Sallins and was wondering if I can take a dingy out on the Grand Canal and would I need some kind of licence of it, Thanks.
A. In cases like this Waterways Ireland would not require a permit to be taken out but would request that the owner sign the standard indemnity (a section on the permit application form). In the event of an incident at least we have contact details and an indemnity has been signed.

Q. I recently purchased my first boat and am about to commence using the Shannon navigation. In preparing my boat I asked my mechanic to ensure that the holding tank was in good order. He tells me that many boat owners have gone back to using sea toilets as most of the pump outs are not working satisfactorily. Furthermore the sewage from the town of Carrick is emptying untreated into the river just below the town. Is this true and if so what is the point of trying to be green if thousands of boats are deliberately polluting the river oin a daily basis?
A. Under the Shannon Navigation (Construction of Vessels) (Amendment) Bye-laws, 1994 ‘ a toilet fitted to vessel shall be so constructed and fitted as to prevent polluting matter from being discharged or passing into the navigation.’ Waterways Ireland has said it will take over pumpouts from the Local Authorities on verification that they are in working order; this process has begun. Waterways Ireland has no remit in relation to Carrick sewage.

Q. I am thinking of buying a cruiser with the idea of cruising the erne/shannon waterway what is the maximum height of a boat which will pass under all the bridges on the entire route as i am looking at a number of flybridges.

Q. IS ONE SAFE AFTER DARK IN YOUR BOAT FROM HARM BREAK INS OR ATTACK
A. The Inspectorate is unaware of any incidents of the type alluded to happening on any of the navigations. However, it is always prudent to observe normal security practices, as when you park your car in a car park or on the side of the street, such as locking all openings when leaving for a period of time, securing all valuables out of sight so that persons are not attracted by high value or attractive goods, and berthing in a well lit area.

Q. I would like to know if i need to register a jet ski -if so where can this be done and do i need insurance for a jet ski? are there any restricted areas in galway and or galway county such as lakes where it is prohibited to use the jet ski? thank you
A. You do not need to register a Personal Water Craft (PWC) jet ski to have it on the Shannon Navigation. Use of a PWC elsewhere in the Republic of Ireland is generally a matter for the local authority e.g Galway Co.Co.

Q. I was wondering have the jettys at Kilglass Lake been repaired yet as outlined in your works plan for 2006. If not when do you expect them to be completed.
A. Roscommon County Council currently own the existing jetties at Kilglass. Waterways Ireland has agreed to take over this site later in the year and plans are already being made by Waterways Ireland with the help of the Council, to construct a new marina on the site. Planning Permission is currently being sought for the project. Until the site is handed over to Waterways Ireland, the Council is still responsible for the jetties. The project to provide new jetties will start in September, subject to obtaining Planning Permission, and will be completed early 2007.

Waterways Ireland is the largest of the six North/South Implementation Bodies, and was established by means of an international treaty made on 8 March 1999 between the British and Irish Governments. Q. Can you tell me how many craft use the Shannon-Erne Waterway in a year?
A. Whilst it is not possible to indicate the total number of craft that use the waterway (as boats may be launched at slipways and taken out locally without being recorded) Waterways Ireland does keep a record of the boat passages at the locks at each end of the waterway. The Shannon – Erne Waterway has a total of 16 navigation locks along its length and they are numbered from east to west. The boat count figure represents the total number of boats passing through the lock in both directions in a year. So if a boat were to pass through the system from the Shannon to the Erne and make a return trip later then the boat would be counted initially at Lock 16 and again at Lock 1 and on the return leg at Lock 1 and then at Lock 16 i.e. twice at each end. The overall estimation of boat activity is made more complex in that some boats make partial journeys and some make one-way trips. However we can say that in the 14 seasons that have passed since the Shannon – Erne Waterway was opened to navigation in 1994 there have been an average of 3163 passages recorded annually at Lock 1 (Co. Fermanagh) and 2600 passages recorded annually at Lock 16 (Co. Leitrim).

Q. How do I apply for winter mooring permission?
A. There is no need to apply for this permission. The Inspectorate will record the vessels presence in any of our harbours and an invoice will be sent to the owner at the end of the season. Note that the vessel must be registered. Winter mooring applies only to the Shannon Navigation and the Shannon – Erne Waterway. The charge is €12.70 per month from Nov 1 through to 31 Mar, thereafter the “5 Day” applies in public harbours.

Q. Is it possible to have a permanent mooring on the canals which could be serviced?
A. At present, under current bye-laws, there is no possibility of having a permanent serviced berth on the Canal system. Berths are on a first come first served basis. We do not provide any services at any berths nor do we permit unauthorised ESB, water or telephone connections. All vessels availing of berths on the Canals are required to purchase and display a valid permit.

Q. Hello,What is the water quality like on the Grand Canal these days? More specifically, is it safe to swim in? I'm talking about the downtown portions particularly, at say the bridge at Mount Street Lower, or at the Barge pub. I often thought it would be really good to switm there, but am uncertain about the quality of the water, level of pollution etc. Thanks for any information you can provide.Stephen Kenny
A. The water quality of the Grand Canal is continuously monitored by the Central Fisheries Board on behalf of Waterways Ireland. Water quality in the Grand Canal is generally of a very high quality as confirmed by the Central Fisheries Board. The Grand Canal is fed by a number of sources of very high water quality and every effort is made to ensure these high quality water sources are maintained. It is important to note that the canal system is not a designated Bathing Area and therefore the water quality testing carried out is not specific to the requirements of the Bathing Water regulations. In addition, under Section 38 of the Canals Act, 1986 (Bye-laws), 1988: “No person shall (a) bathe or swim in any lock, Harbour or dock on the canals, except with the permission of the Commissioners;”

Q. I have recently purchased a boat which has a VHF radio fitted. I thought I read somewhere, but cannot remember where, that if such equipment is fitted, at least one person has to complete some kind of course of competence in how to operate same. Can you confirm if that is the case and, if so, how do I go anout obtaining the relevant qualification? It would be worth it alone just to find out how it is supposed to be operated. Thanks

Information may be obtained from the Marine Radio Unit of the Dept of Transport, Dublin The Marine Survey Office deals with the inspection, survey, certification and licensing of vessels and vessels radio equipment; the examination and certification of seafarers competencies; enforcement of standards by way of audits on organisation and facilities and prosecutions for breaches of regulations. Q. new to boating. Just bought a boat, a 14 foot cuddy with 20 hp engine. Living in carlow. How much is it to use this boat on the barrow and where do i pay this. I will be registering this boat, will this allow me to use this boat on other water ways i.e lakes, rivers and canals.
A. On the Barrow Navigation, Grand Canal, and Royal Canal boats must show a name or number. For travel throughout the year an annual permit can be purchased which includes mooring and lock passage charges. Q. Having recently taken early retirement and in the process of selling my house, i was thinking of buying a cruiser and living on it, on the Erne system. Is it possible ( and legal ) to do this ?
A. It is possible to live in a cruiser on the Erne System providing the boat is in complianace with the bye-laws and that you as the operator adhere to the bye-laws.

Q. I have just purchased a jetski i do not need a permit where i live do i need it for other areas? where do i apply? is there a different one for each area?

Personal Water Craft (Jet Skis) require to be registered if used on the Erne System, registration can be completed by contacting the Inspectorate at our Enniskillen office or by downloading the Registration Form from our website. PWC’s do not need to be registered for use on the Shannon Navigation. PWC’s are not permitted on the Royal and Grand Canals or on the canal stretches of the Shannon-Erne Waterway.

Q. Are Waterways Ireland responsible for the maintenance of the towpath along the Royal Canal? There is a part of the towpath between the 9th and 10th lock of the Royal Canal which often floods when the water level is high. This makes it difficult to pass. There is a large housing development along this stretch of the canal. Who is responsible for repairing the towpath at this point?
A. The arrangements at these points are deliberate as they allow removal of water from the canal system when significant volumes are coming down the system and they act as emergency overflows. While it is not ideal that the towpath gets covered in water for the two short stretches when they come into use, it prevents other areas adjacent to the canal from overtopping banks and causing actual flooding incidents. We would suggest, if the water level is high at this point, people contact the Waterways Ireland Dublin office on +353 (0)1 868 0148 and we can talk with the area water controller to see if the level can be lowered or find out the reason as to why it's so high.

Q. What is the current status of canal works West of Mullingar? Is there a target date for the completion of works and the opening of the navigation?
A. The final phase of the Royal Canal Restoration Programme is currently underway. This phase will see the Royal Canal restored to the Shannon Navigation at Clondra and involves dredging the Navigation, restoring lock chambers and installing lock gates, bog restoration work and a bridge replacement programme for culverted bridges. The Royal Canal is currently navigable between Dublin and Ballybrannigan Harbour just outside Ballymahon in Co Longford. Q. I'd like to bring my Dutch barge over from England in May and put her on the Grand Canal. My problem is that she's 62' x11' and the locks on the Grand and the Barrow are given as (variously) 60'-61'6". I've had conflicting views from diverse Irish sources about whether she'll be too long or not and I realise that I must ascertain these dimensions myself by coming over with my tape measure. Having said that it would be really good if I could obtain some hard information first from someone who has taken a boat of this length through these locks. Thanks John Wilkinson.

The maximum permitted dimensions for craft operating on the Grand Canal are: Length: 61 Feet (18.5m) Beam: 13 Feet (3.90m) Draft: 4 Feet (1.20m) Air Draft: 9 Feet (2.75m) except in Ringsend Basin with a restriction of 8 Feet 4 Inches (Mac Mahon Bridge) Waterways Ireland would not issue a permit for a vessel of this size. However we would suggest that if the vessel is being transported over then it could be dropped into the Shannon and the Shannon used as a base instead.

The Central Fisheries Board are under contract to Waterways Ireland to manage Fisheries Development, Weed Management and Water Quality on the Royal Canal, the Grand Canal, the Barrow Navigation and the Shannon Erne Waterway. There is a voluntary scheme of Catch and Release in operation.

Q. i am new to the canals and waterways and i am thinking of buying a narrow boat i would like imformation on permanent mooring to rent prices ect is there restrictions on length ect.
A. If you do decide to bring a boat onto the canal system there is a requirement for a permit to be purchased and displayed. An annual combined mooring and passage permit is 126€ and is available for purchase at a number of locations including our offices in Ashtown Gate or Ringsend (Dock Master). You can not moor at the same place on the canals, or within 500 metres of the same place, for more than 5 days without the appropriate permit from the Commissioners. A copy of the Canal Bye-Laws is available to download from our website at http://www.waterwaysireland.org/index.cfm/section/article/page/NavigationInformation If you intend to enter the Shannon navigation you will be required to register with the Inspectorate – this is free.

A. A permit is issued to the owner of a vessel. The permit contains the vessel’s name and should be clearly displayed on board. There is no requirement to transfer the permit as it applies only to a particular vessel. Q. I am buildinging a houseboat to my own design. Will there be any problems in registering and using said vessel on the Erne Shannon system.
A. As long as the constructed houseboat conforms to the regulations set out in the existing navigational bye-laws, Waterways Ireland would be happy to register the vessel. In the case of the Shannon-Erne the relevant bye-laws are as follows:- 1. Shannon Navigation Bye-laws, 1992 2. Shannon Navigation (Amendment) Bye-laws, 1994 3. Shannon Navigation (Construction of Vessels) Bye-laws, 1992 4. Shannon Navigation (Construction of Vessels) (Amendment) Bye-laws, 1994 Waterways Ireland is currently finalising its Houseboat policy and this will identify potential designated house boat locations with appropriate services and facilities. Each houseboat owner will ultimately be required to hold a valid Waterways Ireland Houseboat Berthing Licence for the location at which the Houseboat is berthed. Until Waterways Ireland's Houseboat policy is agreed, Houseboat owners must comply with the rules on the use of public moorings as set out in the Shannon Navigation Bye-laws, 1992 and 1994 17(3). A vessel or boat shall not berth at the same harbour, lay-by, wharf, quay, pier or other landing-place or other property of Waterways Ireland for more than 5 consecutive days or more than a total of 7 days in any one month without Waterways Ireland's permission.

Q. What is the current status of works on the Royal canal and when is it due to be open to navigation to Clondra?
A. Substantial restoration works have been carried out on the Royal Canal. Currently testing and leakage repair works are ongoing. Two deepgate jetties at 43rd and 44th locks and service blocks in Mullingar and Enfield will be completed this year. Negotiations are continuing with Westmeath County Council for the provision of a water supply for the canal. It is envisaged that the Royal Canal will open to navigation in 2010.

Q. Having believed the waterways were for everybody to enjoy a few friends and I kayaked along the Blackwater near Kells last week. We were surprised first of all by the amount of barbed wire along various stages of the river from one bank to the other presumably put there by farmers to stop their cattle going swimming getting swept downstream. Secondly we were asked to leave the river where it passed through Headfort Golf Club we weren't trying to play golf just quietly passing through. Are there private stretches of river such as this? And is barbed wire allowed across the path of the river? Any help or advice would be appreciated. Thank you

Q. Is there anywhere between Muckross and Enniskillen for refuelling jet skis. If so wat are there opening times?
A. On Lower Lough Erne diesel can be purchased at Muckross, Kesh, Aghinver Boat Company, Castle Archdale and the Manor House Marine. On the Upper Lough diesel is available at Carrybridge and Erne Marine, Bellanaleck. It is advisable to contact the retailer directly regarding their opening times. Petrol is not available on Lough Erne. You would need to bring it from a nearby garage.

Q. Do I need an annual permit to put a 14" "indian" canoe (no engine) on the Barrow at Graiguenamanagh from time to time e.g. very occasional use only put on the water and taken off immediately afterwards? Also in respect of the Barrow what is the position in relation to a 16" aluminium boat with 6 h.p. engine used for angling? Do I need a permit to put it on from day-to-day (not necessarily moored overnight or for any length of time)? Does either craft require to be registered or to display registration details while in use? Thank you.
A. With regards to the 14" "indian" canoe (no engine), if the canoe is to be used on the navigation we would request that the owner sign an indemnity clause. This is appended to the permit application. While we would not require a permit for the canoe the indemnity will cover any incidents that may occur. With regards to the 16" aluminium boat with 6 h.p. engine, used for angling, a special “anglers permit” is available from Jim Butler, Lock Keepter at St. Mullins. This will cost €19 for the year and will cover all lock passages for the angling boat. With regards to displaying registration details on either of the above, there is no vessel registration on the Barrow Navigation system. As it is not planned to leave either vessel in the water for extended periods there is no requirement to display “registration” or “permit details” but the angler should carry a copy of such permit in the event he is passing through locks where he may not be known.

Q. As a regular visitor to the inland waterways my question is " why is the time limit not enforced for docking at public docks in particular the new floating ones at Carrick on Shannon Dromod"This seems at odds with Waterways Ireland rules.
A. The Inspectorate conduct regular patrols of all harbours and record any vessels in contravention of the Shannon Navigation Bye Laws, including those breaking the “5 Day Rule”, the vessel has a sticker with a notice of the Bye –Law Contravention placed on it and a letter sent to the owner. Most responsible owners comply with the bye-laws following this action. In cases where owners do not comply then the vessel may be removed from the navigation. It will be appreciated that at the height of the boating season not all harbours can be visited on a daily basis, however, where there is a problem with a specific vessel and it is brought to the Inspectorate’s notice it will be followed up at that time.

Q. On going up the River Finn 2 weeks ago in my boat (an Orkney 440) from the Quivvy Waters I noted that Wattle Bridge appeared to have been reconstructed and that there was no longer a limit of navigation sign at the bridge. Is the river now navigable beyond the bridge?

Q. Is the Grand Canal towpath suitable for cycling?
A. At present, the majority of the towpaths on the Grand and Royal Canals are not suitable for cycling, either because they are too narrow or have a rough terrain, or because cyclists would cause too much danger (from a safety point of view) or inconvenience to other users. Over the next few years, we hope to be able to work with local authorities to install designated surfaced cycleways in the urban / semi urban fringes of Dublin. To that end Waterways Ireland are currently working in conjunction with South Dublin County Council to explore options in the Clondalkin to Lucan stretch of the Grand Canal where local authority lands, adjoining the canal towpath, may be developed as designated surfaced cycleways and the existing towpath developed for walking and fishing.

Q. Hi. I would like to know why there is no control of speeds and behaviour on the Lower Bann. Skiers regularly ski right through Portglenone Marina and one of these almost put my child in danger as she was getting into our boat. I have never seen a warden near here. Why not?
A. Issues such as speeding and inappropriate behaviour are addressed by the implementation of bye-laws. There are currently no navigational bye-laws applicable on the Lower Bann Navigation. However Waterways Ireland is currently reviewing and redrafting generic bye-laws across all the navigations under the management of Waterways Ireland. These bye-laws will be issued for public consultation at the end of the year and input from users will be most welcome.

Q. I would like to know if any one else is having problems at all the islands on lower Lough Erne.Almost every jetty has speed boat skiers and jet ski’s coming in at great speed resulting in our cruiser getting rocked about. Sometimes we think it is going to end up on the jetty. Can anything be done about it? It can be quite dangerous especially when we are cooking. They don’t seem to respect the speed laws.

Q. i would like to take groups of kids expedition canoeing on grand canal in kildare. how can i get hold of a lock key? thanks dave
A. Lock keys are available in Waterways Ireland's offices in Tullamore and Ashtown Gate (Dublin) and also in Shannon Harbour. However Waterways Ireland does not encourage canoes to pass through locks. We request that you disembark and walk over locks for safety reasons (turbulence in locks and the requirement to avoid water ingress into canoes). Also, while it is not required that a permit be issued (fees paid) we would request that an application for a permit be completed for purposes of indemnity. The organizer should also have adequate insurance for both personnel on the expedition and third party liability. Bye-Law 38 (q) requires our permission prior to any organized event.

A. Garrykennedy is a public harbour and is available free of charge from 1 Apr until 31 Oct each year. However, you are only allowed to berth in public harbours during this time for a period of 5 consecutive days or a total of 7 days in any one month. Outside of this period i.e 1 Nov until 31 Mar you can berth for the nominal sum of approximately €13.00. per month.

Q. How far is it possible to walk along the Grand Canal from Sallins into Dublin City?
A. The towpath of the Grand Canal is open all the way from Dublin City to Shannon Harbour in County Offaly, and from Lowtown (the summit level in County Kildare) to Athy along the Barrow Line. The maps in the Guide to the Grand Canal show which bank the walker should be on for each stretch of the walk – Maps 1 to 4 cover the walk from Sallins back in to Dublin City.

A. Waterways Ireland has a large property portfolio which requires management and maintenance, both buildings along the canals for example and the canals themselves, as well as existing harbours, jetties and facilities. Waterways Ireland is also responsible for carrying out new development on existing property; building new bridges, restoring the Royal Canal, building new jetties, harbours and marinas to make the waterways more accessible. Waterways Ireland also encourages more people to use the waterways by increasing awareness of the activities, events, places to visit and eat along the navigations. Waterways Ireland encourages community participation in waterway activity by sponsoring community waterside events.

Q. Do boat owners have to register their boats with Waterways Ireland.
A. On the Erne System boats with an engine of more than 10bhp must be registered. On the Shannon Navigation boats with engines of more than 15bhp must be registered. On the Barrow Navigation, Grand Canal and Royal Canal, boats require a valid permit to enter and moor. Information on registration can be obtained from the Inspector of Navigation and Wardens offices

A. No, a brief training session in boat handling will be provided by the charter company, covering boat safety, management, operation of all the equipment and a trial run.

Q. What currencies do I need to bring for my trip?
A. The currency in the Republic of Ireland is the Euro and in Northern Ireland is Sterling, however Euro’s are accepted in many shops in Northern Ireland.
